Spanner bushing for 1-wheel Velke-brand sulkies, such as the Velke Pro1 model. Some may call this an axle bushing or wheel spacer.
It's made from stainless steel. 4" long with a 3/4" OD to fit into the rim's hub and reduces the ID (bore) to 1/2" to accept the wheel axle bolt.
